Dear Comrades,
 
It is one of the demands of ours that the Circulars/Orders issued by the CGA office should be uploaded in the website of the CGA so that every one could be aware of, and get first hand information on the happenings at the CGA office.
As soon as the new CGA has assumed office and as assured by him in the meeting held with him on 4rh September 2012, orders are being posted on the CGA site itself.  We thank the CGA and his administration for his efforts in this regard. We are hopeful that this practice would ever be continued.

Some of the members might have noted that on 19th October 2012, CGA office has published combined seniority list of Sr. Accountants for consideration AS AAOs against the 10% promotional quota.  

By close scrutiny of the same, it may be noted that some of the Ministries/Departments have been left out from the list. Non-inclusion of names of Sr. Accountants of left out offices has made the list an incomplete document. This fact has been acknowledged in the OM itself by the CGA  Office which says that datas have been compiled on the basis of the informations  received by them and it is a provisional one only.

So it is suggested that those Sr. Accountants  who have rendered 10 years of service in the grade and who have crossed 53 years of age on 01.01.2012  and whose names have been left  out in the list,  may  immediately submit their service details, as per the Statement enclosed along with the list of names published by the CGA. Members concerned are also requested that as soon as they become aware about the non inclusion of their name, despite their eligibility, they should submit the details immediately through proper channel with copies to respective Unit/Branch Secretaries by quoting the OM of the CGA cited above, .

We request all the  Federal Executive/ Women Committee members/ Branch/Unit  Committee members to ensure that no office or no eligible Sr. Accountant is left out in this process.

HIGHLIGHS OF THE DISCUSSION HELD BETWEEN THE C.G.A AND SECRETARY GENERAL, A.I.C.A.E.A. & N.F.C.A.A.  0N 4TH SEPTEMBER 2012


            Shri Jawhar Thakur, New CGA had invited Secretary General on 4th September 2012 for a discussion. As other National Executive Members of Delhi were not available instantly, Secretary General met the new CGA.

            At the very outset, Shri Jawhar Thakur, was congratulated by Secretary General on behalf of totality of the membership of National Federation of Civil Accounts Associations for his assumption of the Post of Controller General of Accounts. Shri Sakesh Prasad Singh, Dy. CGA was also present in the meeting.

            While responding to the discussion initiated by CGA, Secretary General informed him that all Associations are happy to note that the transfer orders of AOs & AAOs have been placed in the website of CGA which was a long pending demand of all Associations. The members shall be happy if the orders are implemented without any discrimination. CGA assured that the matter shall be taken care of. Many other issues were discussed with CGA informally. The outcome of the discussion and the assurances offered by CGA on those are as under:-

1.   All measures to fill up the vacant posts shall be taken. More than a thousand dossiers have been received from SSC. CGA shall take personal initiative to ensure filling up of vacancies at the earliest even by calling for more dossiers.

2.   Long pending proposal of Association to limit the transfer & posting of AAOs up to a distance of 500/600 KM from home town shall be considered.

3.   Issue of grant grade Pay of 5400/- to AAO on completion of 4 years shall be taken up with the Government favorably.

4.   Raising the promotional quota for Senior Accountant to 20% (against the demand of 30%) shall considered favorably.

5.   Departmental Examination for promotion as LDC and Accountant shall be tried to be conducted in November 2012.

6.   Formal meeting shall be granted to the Associations in November 2012 if the request is made formally and items are submitted.

7.   Issue of grant of appropriate Pay Scales to different cadres shall be examined after the proposal on this matter is submitted by the Association.

8.   As requested by the Associations action to renovate the office Accommodation provided to the Association (as per provision of Government of India) shall be taken expeditiously.

            In pursuance of this Association's letters No: AICAEA/HQ/A-2/2011/12/25/1243 dated 23rd July 2011, No: AICAEA/HQ/A-2/11/1287-1303 dated 5th September, 2011 and No: AICAEA/HQ/A-2/11/1338-1358 dated 1st October, 2011 on the above mentioned subject I am to state that, we have been patiently waiting for a favorable response of yours for the last one year. When we had met you on 8th December 2010 in your chamber to submit a Memorandum on our demands, you had assured that you would convene meetings with the representatives of the Associations soon to resolve the issues submitted by the Associations through their Memorandum. But no meeting was fixed for the discussion of the issues.

On 1st June 2011 you had conveyed the delegates of 12th/4th All India Conference of All India Civil Accounts Employees Association/All India Civil Accounts Employees Association Category II in Mumbai that, your office is regularly interacting with the representatives of the Association and you would convene meetings with the newly elected National Executives of the Associations as soon as such requests are made by the Associations. 

Accordingly, this Association had requested you through the above mentioned letters to kindly convene the meeting early. But the Association did not receive any positive response from your end.

            However, I on behalf of the Association, once again request you to kindly convene the Meeting at the earliest and intimate us the date of the same so that our National Executive Members could procure their Railway reservations and attend the meeting without any difficulty.

            Since various important issues of the employees have been put to cold storage by your office and many unilateral decisions of CGA Office in relation to transfer, posting and promotions etc. have been causing serious harm to the interests of different cadres of employees,   we are constraint to inform you that, if this letter of ours is also ignored and no dialogue is opened up immediately, we shall have no other alternative but to resort to sustained organizational actions from the month of November 2011 onwards.

List of Demands

1. Filling up of all vacant posts.
2. Settlement of VI CPC related issues:
    Upgradation of LDCs by redesignating them as Accounts Assistants and grant of   
    following pay scales and grade pay to different cadres-
a.  Accounts Assistant-PB 1 with grade pay of Rs. 2400
b. Accountant/DEO – PB 2 with GP of Rs. 4200
c.  Senior Accountant/Steno Gr. 1 – PB 2 with GP of Rs. 4600
d.  Senior Accountant with II ACP – PB 2 with GP of Rs. 4800
e.  AAO/PS -PB 2 with GP of Rs. 4800 – 3 with GP of Rs. 5400 on completion of 4  
     years.

3.     Creation of PAOs/ Posts in all Ministries/Departments and strengthening of Internal Audit of               
        Government Departments and Organizations, aided financially, by the Government.
4.    Increase in promotional quota for Senior Accountant as Astt.Accounts Officer to                             
       30% of posts of AAO and removal of condition of 53 years of age for promotion.
5.     Grant of recognition to AICAEA CAT-II and implementation of check-off system  
        as per Government instructions.
6.     Grant of I & II financial upgradations under original ACP Scheme and benefit of III  
        financial Upgradation under new MACP Scheme.
7.     Grant of benefit of II ACP to Sr. Accountant appointed as Accountant on passing  
        departmental competitive examination conducted by SSC.
8.     Grant Pay Scale of Rs: 1350-2200 from 01.01.86 to DEOs as has been granted by  
        the Defence Accounts Department as well as in terms of the CAT judgments.
9.     Promotion of all left out non-matriculate Group D qualified departmental  
        examination before October, 2003 and restoration of 5% promotional quota to the  
        post of LDC.
10.   Removal of discrimination within the cadre of Stenographers in granting the benefit  
        of MACP.
11.   Decentralization of CPAO and formation of regional offices to make the very  
        purpose of operation of Pension Accounting Offices effective and conveniently  
        accessible to old aged Pensioners.
12.   Adaptation of mutually agreed transfer policy for AAO and implementation of the        
        policy transparently
13.   Settlement of all compassionate appointment cases.
14.   Grant of 4 increments on passing DCT between the periods 01.01.73 to 31.05.81 and  
        for others, for passing DCT, 3 increments.
15.   Supply of Copies of orders/OMs of general interest of staff to the Association in      
        terms of the Government of India as well as CGA's instructions and placement of  
        orders/circulars in the website of CGA.
16.   Provision of amenities to the central office of AICAEA.
17.   Provision of adequate amenities for finalization of Pre-2006 cases, without which,  
        the deadline of 31.11.12 could not be met.
18.   As has been done in earlier occassions and granted by Defence Accounts  
        Department, grant of honorarium for checking of pay fixation cases and pension  
        cases after implementation of 6 CPC recommendations. 
19.   Provision of imparting training to candidates appearing for DCT.
20.   Issuing of Gradation Lists of all cadres immediately.
